Östersjön under förändring – skuggflottan en växande risk för miljö och säkerhet

De går under benämningen ”skuggflottan”. Dåligt underhållna fartyg, inte sällan med oklar ägarstruktur, som används för att frakta olja för att runda västs sanktioner mot Ryssland. Fartygen ökar risken för olyckor och oljeutsläpp vilket sätter hård press på Kustbevakningen som lägger alltmer resurser på att övervaka och skydda Östersjön.
